The Nunavut Housing Corporation is an agency of the Government of Nunavut which serves the housing needs of one of the fastest growing populations in Canada. Reporting to the Director, Policy and Strategic Planning, the Senior Policy Analyst takes a lead role in the development, coordination, and management of strategic planning, policies and procedures of the Nunavut Housing Corporation. This position plays a key role in the division’s achievement of corporate and divisional goals by keeping abreast of current housing and other related issues and trends, identifying and providing analysis on pertinent research areas, as well as integrating and disseminating this information as appropriate. The Senior Policy Analyst ensures the Policy and Planning Division efficiently provides the appropriate level of support required by the Directorate Office for the adequate oversight of the Corporation’s operations.

The incumbent of this position is responsible for developing and reviewing guidelines, policies and legislation as well as producing high quality briefing materials for the Corporate Executive Committee, the NHC Board of Directors, Executive Council and the Financial Management Board. They will support the Director, Policy and Strategic Planning by performing comprehensive assessments of proposed policies and programs, identifying potential political, legal, social, economic and financial impacts and determining performance indicators and recommending modifications. The incumbent will also be responsible for liaising with national/international, provincial and territorial governments, Inuit organizations and other housing stakeholders; coordinating divisional involvement with Government of Nunavut departments and other agencies in developing interdepartmental initiatives.

The knowledge, skills, and abilities required for this position are usually obtained through a degree in a field such as Social Sciences, Communications, Economics, Business or Public Administration from a recognized post-secondary institution with a minimum of three (3) years of experience in developing and analyzing public policy and programs. Experience in a large organization or government setting as well as experience supervising, and leading work assignments are considered assets. Experience or education in analyzing housing markets is also considered an asset.

Reporting to the President and CEO, the Senior Advisor, Residential Development is responsible for the administration, evaluation, and continuous improvement of Nunavut Housing Corporation funding programs that incentivize builders and developers to construct affordable housing in support of Corporate and Government goals. The Senior Advisor is accountable for overseeing and delivering the programs to ensure they are effective, fair, and economical and provide value to Nunavummiut. Additionally, the incumbent plays a leadership role in guiding and supporting the Corporations ability to provide commercial residential development in Nunavut, including through the new Nunavut Affordable Housing Supply Incentive (NAHSI) program.

Key responsibilities of the successful candidate will also include:

- Providing critical advice and guidance to residential commercial builders and developers;
- Ensuring value for resources and provides strategic oversight of programs that supports commercial affordable housing development.
- Providing strategic and advisory support to the Minister and Executive Management; and
- Leading the development of background and education materials to support program delivery territory wide.

The knowledge, skills, and abilities required for this job are usually obtained through completion of an undergraduate degree in engineering, business administration, or public administration, social sciences, political science or a related field. A minimum of five (5) years progressive experience developing and analyzing policy, programs or systems in a crown corporation, government department, or a housing related field, and experience in developing, and managing programs, projects and budgets. Experience managing staff and leading large and diverse groups responsible for program delivery. Experience in affordable housing, commercial development, or property management industry is considered an asset. A professional certification in a related field is an asset.
